Sir,

In reply to your Despatch No. 170 of the 10th ultimo, I have the honour to inform you that I see no difficulty in complying with the proposal of Messrs. Webb and Bell, and that I have issued instructions accordingly to the Acting Director of Public Works, who has noted their requirements as to progress photographs of the superstructure and notes of any alterations made.

The Architects must bear in mind that the conditions under which work is carried on here are very different from those which prevail in England, where every modern appliance is brought into use. The Chinese contrive to do the work, but take a long time over it.
